    Driving behind a van at approximately 40mph, vehicle in front swerved to avoid hitting garage. When consumer realized what was going on slammed on brakes and car skidded about 20 feet after brakes locked up, resulting in a crash. Upon impact, driver's side air bag did not deploy.     Consumer was driving at any speed, applied brakes, and vehicle began to shake hard until it made a complete stop. Vehicle was serviced approximately 5 times for the same problem in august, 97 and could not find problem. In september, 97 dealership turned the rotors, and in april, 98 all four rotors and four sets of brakes were replaced, and wheel alignment done. In april, 99 rotors turned again.
